Composite edged up to 4.4 as Economy strengthened materially and Civic strengthened.
The composite tilted higher to 4.4 (stressed), a +0.2 move from the prior briefing. Economy carried the lift (+0.9) while Quality of Life weighed the other way (−0.2), leaving the cascade balanced across crosscurrents. The largest single signal move was Building Permits, which rose to 10.0 — 561 count in real terms. At current levels the cascade is stressed; second-order effects from the pressured domains will start showing up in adjacent signals over the coming cycles.
